The St. Petersburg Times article about the regular session of the Florida legislature is aptly titled: It’s over, but incomplete.

They already have a special session scheduled for June 12th, focusing on screwing up the property tax system. They are Republans, they can’t leave taxes alone until they only affect the poor.

We do this frequently in Texas, where GOP Gov. Goodhair Perry cannot begin to control even his own party in the GOP-dominated Lege. Almost always failing to pass his agenda in regular session, he is infamous for calling repeated special sessions, often several in a legislative cycle (2 years here).

It could be worse: the Guv and the Lege could actually manage to pass some of those truly toxic bills instead of taking them to the nearest waste dump where they belong.

As to the Lege itself, some say it’s a poverty alleviation program: no one here who lacks money for entertainment needs to pay for expensive show tickets while the Lege is in session.

It’s pretty stupid to be short of money for necessary programs, but to waste it calling the legislature back into session, especially during the hurricane season. They could wait until after the first storm hits and then take care of special problems and the effects of the storm.
