Quite literally, anyone can become President who was born in the US and lived past the age of 35 with no training or qualifications for the job, as long as they can attract money. This obviously gives the people with wealth a huge advantage.

No, they pin that note to his sleeve, where it serves the dual purpose of identifying him if found wandering dazed and confused without his handlers, and keeping him from wiping his nose on it in public.
