Bolton was booted because recess appointments only last until the next Congress. Procedure gives the White House the ability to do what ever it wants until January 2009.

Then Bush shrugs his shoulders, says Congress won’t confirm anybody he nominates, and ceases naming people for the job. Bush gets the man he really wants, no fuss, no confirmation necessary.

What, exactly, makes that impossible?
