The best path is with the easiest to prove charge. The penalty is the same whether there is one charge or dozens, so keep it simple. The Senate doesn’t have the votes, because the GOP Senators with integrity are either gone or retiring and don’t want to get involved.

Actually, the first step would really be to impeach Cheney, which would negate any claim of immunity and knock out a couple of other defensive strategies.

First we need a Justice Department that will actually enforce the laws. Fitzgerald’s brief was hemmed in on all sides and the CIA refuses to give evidence about their activities.
