They refuse to close loopholes and can’t provide service, but “people don’t want to pay taxes”. I haven’t seen that tax levels have ever been a real consideration in any business decisions. If your business is dependent on low tax rates, it isn’t strong enough to survive, so put it down and save your money.

The new budget is based on an estimate that state economists made last month. It has already missed the mark, though, because March tax revenues came in $54 million below the estimate.
