I would appear that the booms were as effective as crime scene tape in keeping out the oil. Nice visual clue there’s a problem, but worthless for keeping out anything.

The Executive seems to believe that since BP “accepted responsibility” [they had no choice, it’s in the law] they should be in control. BP may not have petroleum engineers, but they have a lot of lawyers on their payroll.
]]>BP, with the collusion of its wholy-owned subsidiary The U.S. Government Inc., appears to be successfully impeding all efforts to measure and observe the actual amount of oil coming from the oil well. This is part of a concerted effort to avoid Federal and BP liability for the damages caused by this blowout.
