I heard about the orders thing during my *tour* in the USA and elsewhere. Trust me, it wasn’t much of a secret. I first heard about it at GD. It probably saved thousands of innocent lives IMNSHO! 😉
And yes, the USSR was more concerned with China. They would have ignored the USA even more if the USA didn’t keep poking a stick in the anthill! They do it time and again. One of my Russian Embassy *friends* once said that Russia really wasn’t that worried about the USA, China and Israel would take care of the USA eventually! He thought it was hilariously funny! I must admit, so did I at the time! (Hey, the chilled private-stock vodka at the Embassy and Rasputin’s (restaurant) was damned good!) Russians are more pragmatic than people give them credit for. And as well as having long memories, they take the long view. Most I met really didn’t think the USA would last long. Of course, they aren’t above helping that along behind the scenes either! Such as with Iran. Secretly, they would love to see the USA start a war with Iran! He said that “The USA is nothing but a childish nuisance”. I found that to be an interesting statement, given how I know the Russians (mostly) feel about children. 🙂

The US could kill millions, but the Soviets had already experienced that with World War II and came back, but the Chinese could occupy territory, just as they had done in the Mongol Invasion, and that was the larger concern. People seem unaware that no European power had ever been successful in conquering Russia, but the Mongols were. They have long memories in Russia.
