These are cinder block buildings, and even after you sluice them out, use Clorox and Odor-Ban, the smell lingers.

Oh, this was well beyond mops, Ame. This escalated to the Godzilla Wet-Dry bilge pump and vacuum cleaner very quickly.

Update: At least it was just water, as it could have been a blocked sewage line which is always exciting and fragrant in these old buildings.
