They only want to assume their jurisdiction when an arrest and conviction are nearly certain. It is their case not only because it involves a Federally insured bank, but because it certainly involves wire fraud of one type or another, but if you don’t jump through the hoops with the local cops, nothing will happen.

The banks don’t want frauds reported because it makes “customers nervous” about using the cards that they earn significant fees with. They would rather write-off the loss than pursue a criminal.

The locals can’t do much, because I assume the actual fraud occurred somewhere other than your area, which is one of the prime reasons this is a Federal crime.

The American criminal justice system – while it is a crime, it is not an actual system, and there is certainly no justice.

Full disclosure: I was in local law enforcement for 10 years and was occasionally forced to deal with the Feds. It was never a happy experience.

CHASE did give me my money back, which was nice… but no attempt to catch the bandits… as far as I know.
