If there isn’t something to herd, German Shepherds are content watching the world go by, waiting for something to herd to appear.

it usually occurs to him at that moment why he is outside and he takes care of business almost immediately

the fluffy black dog was the opposite, always waiting until the farthest point from home before pooping. I spent weeks trying to teach him to poop immediately, but unlike a lot of dogs, he never viewed walks (or runs) as that big a reward. he always enjoyed them, but after his early life as a stray living on the streets, I suspect he considered sitting in his own front yard watching the world go by as the real treat.

On the lead he calms down and would probably notice the kitten and want to investigate, but off the lead he is all about running 100 yard dashes. He will mind, but reluctantly until he burns off his excess energy.
