Their practice areas may be specialized but their general licensing is as a registered nursed. Which is specifically listed by the NAFTA treaty as a TN visa specialty. But apparently CBP feels they don’t need to abide by the law of the land anymore because, well, Trump (and NAFTA *is* the law of the land until repealed).
