The Hurricane Hunter aircraft report that PTC Nine has become Tropical Storm Harvey.

A Tropical Storm Warning is in effect for Martinique, St. Lucia, Barbados, and St. Vincent & the Grenadines.

A Tropical Storm Watch is in effect for Dominica.
