I keep seeing references to 1929, and your graphic is a good reminder that not everything that sucks is a Hoover.
The “People” have become a sewage treatment plant for Wall Street.
There are more on the way, Jack. Building them was part of the $25 billion bailout of the automakers.
In 1929 Wall Street was hurt. The pain for the rest of the country came when nothing was done, waiting for “the free market” to heal all the wounds.

“Helicopter Ben” has been an established meme. Hank needed his own “vehicle” for sucking up all of the toxic waste accumulated by Wall Street.
